• Caption requirements for audio and video

    What are the captioning requirements for audio and video content?

    The table below describes the WCAG 2.0 captioning requirements for audio and video content in WA Government websites.

    NOTE: Audio and video content must be able to be controlled by the user, for example users must have the ability to start and stop this type of content via keyboard controls.

    Scope

    Media content created after 1 July 2011 must meet these captioning requirements.

    Definitions

    (Definitions below are adapted from the WCAG 2.0 Glossary page)

    • Captions – text conveying content of spoken dialogue and non-dialogue audio information such as sound effects, music, etc.
      • Closed captions can be turned on and off with some players
      • Open captions are any captions that cannot be turned off, and are therefore visible to all users.
    • Text description* – text conveying full descriptions of audio and/or video media, with additional information included that describes other events such as actions or expressions and any other visual material.
    • Audio description – a narrative or voice over track of a video to describe important visual details with additional information such as actions, characters, scene changes, sound effects, etc.

    * Text description must be provided in an accessible format such as HTML, plain text, rich text format.
