• Government office planning progresses at Joondalup

The Department of Finance’s whole-of-government planning for government office accommodation took another step forward on Thursday 14 July when Premier Colin Barnett and Finance Minister Bill Marmion announced the signing of a lease for 9,600sqm of new office space in Joondalup.

The lease is for a new office building on Davidson Terrace, Joondalup, that will house more than 800 public servants from the Departments of Water and Environment Regulation and the Office of the Environmental Protection Authority from early 2019.

'With the construction of this building expected to generate about 340 jobs, the City of Joondalup will see economic benefits from the start of construction in October and an ongoing stimulus once public servants relocate', Mr Barnett said.

Finance Minister Bill Marmion said the Government's decentralisation policy aimed to save taxpayers' funds through lower rents and supported the growth of urban office precincts.

The Department has negotiated a 15 year lease for the building with two five year options at a competitive rate.

Owned and managed by Primewest, the state of the art, environmentally friendly building will start construction in October and is scheduled for completion in April 2018. The fit-out works are expected to be finalised by late 2018, when the building will be available for agency occupation. It will have screening to all façades to eliminate glare and reduce heat load. Building service functions will be on one side of the building, opening floors to natural lighting and expansive views across three sides of the building.

The building will achieve five-star green star office design and NABERS Energy 4.5 Star ratings, with maximum rated work environment carpets. Landscaping will feature low water use native vegetation and crime prevention design principles.

The interior design features functional workspaces, smart ICT solutions, shared conference facilities and modern end-of-trip facilities, and delivers improved service to the community. The office interior will be designed specifically for the needs of the occupying agencies, and will promote staff interaction and collaboration, connectivity and scalability.

The Department's Building Management and Works (BMW) business is responsible for the management of over 560,000 square metres of government office accommodation with around 470,000 square metres of leased space and 90,000 square metres of space vested with the Minister for Works across 20 buildings.

BMW is committed to a strategic, whole-of-government approach to the management of government office accommodation with a focus on consolidating agencies into more efficient, larger leases, decentralising office accommodation from expensive inner city rents to cheaper accommodation in the metro area, co-locating government agencies in regional towns, standardising fit-outs, and enhancing environmental sustainability with large scale, efficient planning.
