Community Services Templates, Guides and Conditions of Contract
The Funding and Contracting Services (FaCS) Unit are the custodians of a suite of standardised procurement templates, including standard terms and conditions, for use by public authorities that fund or procure human services from the not-for-profit sector. These templates have replaced the Standardised Service Agreements formerly available from the State Supply Commission's website.
For goods and services procurement outside the scope of the Delivering Community Services in Partnership Policy, Government Procurement produces and maintains a range of contracting and tendering templates for use by government buyers.
FaCS has implemented a formal template change process and undertakes reviews of the templates in consultation with stakeholders on a biannual basis. Suggestions for changes to any template can be made using the Template Change Proposal Form.

The Guidelines to Implementing the Delivering Community Services in Partnership Policy and Associated Procurement Reforms provide broad areas for consideration that may assist government agencies in planning their transition to the DCSP Policy framework, including the review of existing arrangements, governance and organisational capacity. A detailed checklist for government agencies to consider in addressing these key topics is also provided.
Transition planning will assist government agencies to:
have a clear strategy for contracting with the NFP community sector that aligns with its strategic direction;
strengthen the way community services procurement is undertaken; and
undertake preparatory work for developing an Agency Implementation Plan and applying for Component II funding.

Grants are one-off financial arrangements made for a specified purpose and discrete period.
The standardised grant documentation is user-friendly and flexible. It takes the form of two separate grant templates. These are:
A standard
Grant Agreement to be used as the template for all grants valued at $10,000 or more; and
A List of
Grant Conditions drafted, which may be used for smaller and less complex grants valued below $10,000.
The List of Grant Conditions are not intended to function as a separate document but may be incorporated into either advertised Guidelines or Application forms as a condition of the Grant or in the formal Letter of Offer advising recipients that their grant application has been successful.

An implementation manual and supporting documents for not-for-profit organisations using the National Standard Chart of Accounts (SCOA) has been released by the State Government.
