Procurement Vocational Program
The Procurement Vocational Program (PVP) is an accredited vocational training program for public sector officers.
Modules focus on particular aspects of procurement including:
- Procurement Planning.
- The Tender Process.
- Contract Management.
- Contract Negotiations.
- Purchasing Contexts.
- Managing Purchasing and Supply Relationships.

PVP will:
PVP for individuals:
Designed and delivered around a series of individual stand-alone modules, PVP provides:
- An end to end accredited procurement training 'program' with an internationally recognised qualification, or
- Specific modules that can be undertaken to meet specific procurement or contracting training needs.
PVP for agencies:
Agencies are able to utilise the PVP for their needs, by sending individuals to publicly offered modules or by making a 'group booking' for one or more modules.
Group bookings require a minimum of 10 participants and can be held at a venue convenient to the agency. Please contact the GP Education team to discuss this option.
Qualification and Accreditation:
Modules 1 – 4 of the PVP are all competency-based training modules accredited against units under the Australian Qualification Framework (AQF). This means successful completion of these modules and their assessments will gain participants Statements of Attainment and build credit toward a Diploma of Government (Procurement and Contracting) qualification.
Participants completing a further two Chartered Institute of Purchasing and Supply (CIPS) units will be eligible for a CIPS Level 4 Diploma in Purchasing and Supply qualification. This is an internationally recognised qualification for the procurement professional.

The below modules are open for registration. If you wish to complete the entire PVP, make sure to register for each individual module.
Please note that assessment at the end of each module is optional, and when completed, builds credit toward a CIPS Level 4 Diploma of Purchasing and Supply qualification.

Optional Assessments
All four modules have an optional assessment component. For those wishing to enrol in the assessment up front, please complete the Assessment Enrolment Form.
Module 1: Procurement Planning and Procurement Framework
This module covers the legislative and policy framework for procurement in the WA public sector and establishes the elements central to procurement planning for WA public sector officers.
Training cost: $1039.50 (incl GST)

Module 2: The Tender Process
This module covers the process of distributing and receiving tender requests and offers, the tender evaluation process and supplier selection, establishing the contract, and the notification and debrief of unsuccessful tenderers.

Module 3: Contract Negotiations
This module covers the negotiation of strategic procurement agreements within established guidelines, policies and procedures. These include: planning and preparation for negotiation, undertaking negotiations and the finalisation of the negotiated outcome.
Training cost: $1633.50 (incl GST)
Assessment fee (optional): $255 (GST free)
This is a three day course. Day 3 has a maximum of 10 participants. Should there be more than 10 participants, half of them will attend day 3 and half will attend a day 4.

Module 4: Contract Management
This module covers the contract management process from the establishment of the contract to the implementation of strategies that ensure effective contract performance and finalisation processes for contracts.

Module 5: Purchasing and Supply Relationships, and Module 6: Purchasing Contexts:
These two modules are delivered via distance learning. After registration you will receive:
Course materials from the Chartered Institute of Purchasing and Supply (CIPS);
Online assistance provided by our PVP partner CTS; and
A one day CIPS exam preparation class, delivered by CTS, which will take place a month before the November CIPS examination period (subject to sufficient numbers).
The course costs $1,070 (incl GST) and includes course materials, online assistance, one-day exam preparation workshop and examination fees.
Non-CIPS members will be required to join CIPS on a 12 month student membership, at an extra cost of $210 (incl GST) per year, in order to undertake the examinations.
Due to a qualification review being undertaken by CIPS, we are currently awaiting advice on the new subjects to be undertaken in the November examination period.

Agency Specific Bookings
As some agencies will want a number of their staff to attend one of the PVP modules, such as Contract Management, it is possible to arrange to have PVP modules conducted in-house through an 'Agency Specific' booking.
Agency Specific bookings will require a minimum of 10 participants and can be held at a venue convenient to the agency.
