Annual Forward Procurement Planning (AFPP)

The strategy of Annual Forward Procurement Planning (AFPP) was a recommendation of the Strategic Business Review of Procurement Reform within the Western Australian Government Sector.

AFPP aims to recognise the strategic nature of procurement within an agency and improve the level of procurement planning. Better planning will result in improved procurement outcomes for agencies in the implementation of their business programs.

The key features of AFPP are a formalisation of the good procurement practices that already occur in many agencies during the development of annual budget submissions.

Central to AFPP is a spreadsheet showing the intended major procurements for the forthcoming year. It can be used to assist with budgeting and financial management, as well as identify potential procurement efficiencies such as aggregation opportunities or the need to establish standing contracts.
